so when that happens , does that mean that the scammer deleted the account or how does that work ?

It usually means his account was closed by yahoo for spamming

It typicaly means that somebody other than yourself or myself has received the same email and complained to Yahoo. Of course in their corporate wisdom and a blind attempt to cover their butts they close the account. In all my time as a baiter I have never heard of a scammer asking for their account to be closed.
